THE PURPOSE

BETTER EVIDENCE. BETTER LANDFILL DECISIONS.

Landfill risk does not end when waste disposal stops. Active and closed sites need informed management as surface conditions, infrastructure and methane behaviour change over time.

With Landfill OS Risk, we aim to help organisations understand where investigation is needed, direct field teams towards priority areas and retain a clear record of the action taken. The goal is more informed intervention, better coordination and a stronger evidence base for environmental and insurance decisions.

THE PROBLEM

LANDFILLS CHANGE. THEIR RECORDS NEED TO KEEP UP.

Satellite observations, field surveys, site records and remediation reports often sit in separate systems. Teams may know that something has changed without being able to connect it to a site asset, a previous finding or a completed intervention.

This fragmented picture makes it harder to prioritise investigations and assess whether corrective action has addressed an issue. For insurance professionals, it also makes it difficult to compare site conditions and mitigation measures using consistent, up-to-date evidence.

THE SOLUTION

FROM ENVIRONMENTAL OBSERVATION TO DOCUMENTED ACTION.

Landfill OS Risk is being developed as a connected platform for satellite analysis, field verification and operational follow-up. Its proposed workflow links each finding to its location, supporting evidence, responsible team and investigation history.

SCREEN FOR CHANGE

Repeat satellite observations, including Sentinel-1, Sentinel-2 and Landsat, are assessed alongside weather, terrain and site records. The aim is to highlight changes in vegetation, moisture, standing water and operational areas that warrant closer investigation.

VERIFY THE EVIDENCE

Methane-specific satellite observations can add evidence where appropriate. Targeted field surveys using the portable Ground Toolbox map measured methane concentrations and record survey locations, photographs and notes.

Surface-change screening does not, by itself, confirm methane emissions. Methane assessment requires methane-specific observations or suitable field measurements, interpreted in their site context.

CONNECT FINDINGS TO THE SITE

A digital representation of the landfill — its digital twin — is intended to link findings with site areas, assets and operating history. This gives teams a common context for understanding what changed and what is already known.

SUPPORT HUMAN-LED ACTION

The proposed decision-support tools will help prioritise findings, identify missing evidence and recommend follow-up. AI-assisted recommendations are intended to support professional judgement, with material operational and insurance decisions remaining under human control.

RECORD THE OUTCOME

The planned dashboard and evidence record will connect investigations, remediation tasks and follow-up checks. Teams will be able to retain the evidence used to close a finding or explain why further monitoring is needed, with controlled sharing for operational and insurance users.

WHO THE PROJECT IS FOR

LANDFILL OPERATORS AND SITE OWNERS

An evidence-led approach to prioritising inspections, coordinating remediation and reviewing conditions across individual sites or portfolios. The project also aims to support better-informed decisions about landfill-gas capture and utilisation.

ENVIRONMENTAL AND FIELD TEAMS

A shared workflow connecting areas selected for investigation with survey records, site assets and follow-up tasks. The aim is to make field evidence easier to compare, communicate and use.

INSURANCE AND RISK PROFESSIONALS

Consistent, dated evidence to support site assessment, underwriting, renewal and risk-improvement discussions. The proposed platform is designed to inform these processes, not to accept, decline or price insurance risks autonomously.

THE ENVIRONMENTAL OPPORTUNITY

TURN BETTER UNDERSTANDING INTO MORE TARGETED INTERVENTION.

By connecting observations with verification and follow-up, Landfill OS Risk aims to help operators address methane-related issues and assess opportunities to capture and use landfill gas. The intended benefit is a more informed approach to reducing environmental impact, supported by evidence rather than isolated alerts.

PROJECT DEVELOPMENT

Landfill OS Risk is in development. The proposed programme focuses on integrating satellite analysis, field measurement and digital workflows, then validating their use with landfill and insurance stakeholders.

Evidence quality, operational usability and human oversight are central to this work. Performance and environmental benefits will need to be demonstrated through validation; they are not presented here as achieved results.
